This important two-day workshop is for anyone concerned with the future of their lands, and how well their organization is managing them. Topics covered are intended to introduce attendees to the most critical subjects involved.

Who Should Attend:

Village corporation Land Committee, Board members, land staff; City council members and staff; Borough government Assembly, legal and land staff; Tribal Council and natural resources staff; attorneys; surveyors; architects; planners; members of organizations that have already completed their 14(C) obligations, but who don’t understand what was done, could also benefit. Continuing education credit is available.

The Instructor:

Larry S. Lau has worked in implementing the ANCSA since 1972. He has been involved with hundreds of 14(C)(1,2) claims, and several 14(C)(3,4) processes. This involvement has included: training land staff; planning and operating programs; developing needed materials, documentation and correspondence; preparation of policies and procedures; reviewing hundreds of applications; preparing land ownership and individual claim site maps; locating sites (sometimes following compass bearings for miles) and conducting field exams of claims; working with Claim Review Committees; assisting applicants with all aspects of the process; developing land legal descriptions for parcels; appeals; serving as an expert witness in court cases; background research for court cases; 14(C)(3) planning and implementation; establishment of AVEs; review Maps of Boundaries; 14(C)(4) reconveyances; preparation of quitclaim and special warranty deeds; developing interim measures for land-use prior to reconveyances; reviewing draft 14(C)(1,2) programs; preparation of Land Committee and Board of Director reports; supervising a contracted 14(C) survey; resolving conflicts.

Larry has over 48 years of Alaskan experience, primarily working with ANCSA village and regional corporations – both for-profit and non-profit; and tribal governments. Mr. Lau has worked as a research assistant in natural resources at the University of Alaska; a village corporation Land Manager; a regional corporation Resource Manager; a regional planner; an instructor at Alaska Pacific University; and a consultant. He has also resided in rural Alaska.
